[OpenAFS] Cell Advice Needed

I have a department with multiple groups.  Each group has file servers
relevant to the group.  I want to use OpenAFS to set up a distributed
filesystem environment so that failure on a system won't affect all
groups.  In this scenario, should I create one Cell for all groups?=20
Or, should I create a Cell relevant to each group?  Thanks for any
insights.
