[OpenAFS] whose job is it to get rid of .__afs files?

Is it the cache manager's duty or will the fileserver handle this?

Put another way, if I yank the power plug on a client that has created
.__afs files, do they become immortal?  If not (that is, if the server
has some role in cleaning them up), is there a way for me to ask the
server which client is responsible for a particular .__afs file?
