[OpenAFS] Degraded /vicepa and need to access vicepb, vicepc

It looks like one of my RAID controllers went down over the weekend. The
array is degraded and can't do a rebuild. I have two other partitions,
vicepb and vicepc. Right now nothing is showing up in /afs. Is there a way
to get the volumes up and running that are located on vicepb and vicepc
while I work on fixing the issues with vicepa? I figured the other volumes
located on the other partitions should still be functioning but for some
reason they are not.
