[OpenAFS] salvager re-creating deleted volumes

This has been asked before, but the answers I found in
the archives were not very satisfactory.  I have a number
of volumes that I delete with "vos remove" or "vos zap"
(depending on the volume) but the salvager keeps bringing
them back.

1. Is this not really a bug in those commands?  Perhaps they
should be called "remove-mostly" and "zap-sortof"?

2. What is it that the salvager is finding that makes the
volume come back?
