During the summertime, parking near campus isn't too bad.  

If you're driving from out of town anyway I would suggest the structure
Jim recommended, or the liberty square (I think that's the name)
structure, available from washington street just west of state street.

There is also a University-owned structure on Thompson between madison
and william.  They probably have guest parking but I don't know for sure. 
This is the closest parking to the Union.

the furthest of these structures is no more than a 10 minute walk from
the Union.
