[OpenAFS] Location of NetRestrcit and NetInfo files

If you compiled without --enable-transarc-paths, then by default the 
versions of these files that affect servers go in $prefix/var/openafs, and 
the versions that affect the cache manager go in $prefix/etc/openafs.
