There was one report of a similar 20 sec delay on this thread and a fix from
Microsoft.
However, after the last few updates the delay has gone away and 1.5.10 runs
just fine.
The 1.5.10 downloaded msi file is named openafs-en-US-1-5-11.msi. I can send
it to you directly if required.
Regarding the plug-in,just following the prompts. I wouldn't worry about it.

The next version will be 1.5.1100. I don't know what Ted is looking at.
The file names are *1-5-10* and the file version numbers of the MSIs are
1.5.1000.

The AFS Plug-in Beta for pre-KFW 3.1 Beta 2 must be uninstalled because
there is a bug in the AFS Plug-in Beta Installer. It can't be
uninstalled automatically by the OpenAFS installer.

There is no delay on most systems. FileMon and DbgView log files will
be necessary to identify which operation is experiencing the delay.
