[OpenAFS] Windows XP and the Account Manager GUI

Hi All,
        I sure hope this is a bonehead question because that means it's 
easy to overcome.
        The OpenAFS client screen reports version 1.4.0095, but I've had 
this problem for some time.
        Windows XP  Version 2002, SP2, on a Dell Optiplex GX280.
        When I go through the menus to launch "Account Manager", the 
system thinks for a bit, then pops us an error window:
Error -- AFS Account Manager
The AFS Account Manager was unable to find the TaAfsAdmSvr.exe program or 
was unable to prepare your computer to perform AFS administration.
Error: Unknown code f 191 (1727)(0x000006BF)

        The TaAfsAdmSrv.exe program is in the dame directory as 
TaAfsAccountManager.exe, so I doubt the problem is related to finding that 
program. 
        Server Manager (TaAfsServerManager.exe) in the same directory 
works just fine.
        I am trying this with "administrator" rights on the PC.
        What else do I need to tell you and how do I get it to run?
