[OpenAFS] Maximum # of users

Hmmm... interestingly enough, the group quota for my
system:auther@cit.cornell.edu is set at 7 (I suppose 7 is the default?) yet
somehow 23 members have been automatically created in that group.

oafs 1.4.4 servers.
