I am not running afs 1.4.5 as of yet. I'm doing a snity check first of
the existing system and finding errors and fixing that first.

I can't run a simple fs uuid -generate since I am running 1.4.1 A
license server is currently accesing AFS on the same host from a
different server.

Is there any way of changing the uuid while leaving the client up, so I
can start the server. The license server also serves up the RO and
Backup volumes. I'd like to bring them online.

You can't use the same uuid file on more than one server. At some point
a server was created by copying /usr/afs from one machine to another.
Copying the uuid file doesn't work.=20

I removed the vlserver instance on eng02 since I created a new
one on
eng03 and it works fine. I deleted
the vldb database file on eng02. I restarted and still get the
same
	error.

If you mean the above error, yup, you did nothing to fix it, so, ...
