[OpenAFS] Having trouble releasing volumes to newsite

I have a newly created file and database server, that I am first trying
to add replicas to.

First I run:
vos addsite afs.ny.secure /vicepa admin.accounting -verb -local
Adding a new site ... Done

Then
vos release admin.accounting -verb -local=20
admin.accounting
