[OpenAFS] In the RPM spec file, what is the goal of the special fedora option?

the config files are not really special, they're just the current
edits to the default things in /etc/mock we're using.
simon did all the work on this, really. if he's ok with mockbuild.pl
being in CVS i'll commit it.
