thank you russ.. i just check my CellServDB files on each file server. i
just found one has wrong db info in the file. :$

</div>If you only have one db server and it doesn't think it has quorum,<br>
something probably isn't configured right. Either your clients think you<br>
have other db servers you don't have, your db server thinks you have other<br>
db servers you don't have, or something else is making your db server<br>
think that it should be talking to other db servers.<br>
