The money is not a contest, but is an investment pool. People who
have ideas that they want investors ("angels") to help fund can apply
to the fund. Open Source projects would probably not be welcomed
(unless you can come up with a way of making money from it).

The main problem with AFS on the iPhone is that programs are limited
to accessing only their own files (they are isolated from other
programs). So an OpenAFS project on the iphone is probably feasible,
and you could bring over files onto the iPhone, but no other programs
could then use those files.
