[OpenAFS] An open letter from the OpenAFS Council of Elders

I am in favor of this as well. I think it can only make OpenAFS 
stronger. Having an 'organized official voice' to speak for OpenAfs 
shows foresight and I believe it will be easier to raise funds. I have 
often thought we should be supporting OpenAFS in some manner so maybe it 
will be easier to do this now.
