[OpenAFS] what does "fs prefetch" do?

Hello,
strange, I can't seem to find it in 1.5.56 src/venus/fs.c
There is an fs prefetch in Hartmut's OpenAFS+OSD. It stages the
restoration of a file that is archieved (e.g., on tape) and not available
from an RxOSD server anymore. Without prefetching such files, the client
has to wait for the file to be restored upon the first access.
