[OpenAFS] NetRestrict file info/help needed

now, it may be that we should support something like what the man page
formerly described, but i assume it should allow arbitrary masks and
not just .255, and further than it should not be classful, but instead
allow for cidr.

in other words, discussion requested before changes implemented or accepted.

i'd be happy with just allowing in netrestrict or netinfo extended
syntax of including e.g. /24 and if all the network bits are set,
x.y.z.255, disallow anything from this net, but assume x.y.z.255
refers to a unique address.
