[OpenAFS] afs-newcell fail: Couldn't get CPS for AnyUser

/var/log/openafs/PtLog is empty even after I added -d 125 to the
ptserver command line:

bos create mytv.home ptserver simple "/usr/lib/openafs/ptserver -d
125"  -localauth

Any quick idea why vos still fails?
