Where does it say they are? The VLDB apparently thinks most of them are
not on afs1 partition /vicepa a.

You said you tried 'vos syncvldb'. Try

vos syncvldb afs1 a <volume> -verbose

where <volume> is the volume ID of one of the volumes that isn't showing
up. What does this output?
