It's file-level.
Sometimes we transmit a few more files than necessary due to how the
determination of what to send is made, and in general the transfer could
be made a lot more efficient. But it should be a lot faster than
transferring everything every time, as you have seen.

Just be careful, since usually people and software try to mount just
#user.foo. to get to a home dir, which in this setup can cause
unexpected results. But as long as people know about it, it should be
okay.
