No, he wants AFS to simply refuse to create resource forks, because in his
world they never have any use whatsoever.  Since the ._ prefix might be used
by something else legitimately, he wants a fake API in place that claims to
support resource forks, then refuses to actually create any.

(And apparently his use case is to be considered the common one.)
