The important question I am going to ask is whether unchecking
Link-Layer Topology Discovery Mapper I/O Driver & Responder causes the
the problem to reappear or not.

If you are able to toggle the problem on and off with those features
then perhaps you have identified a significant clue to the root cause of
the problem.
