[OpenAFS] Fix for Windows 7 SMB Netbios Name Lookup Issues

In conjunction with a Microsoft Windows developer, name withheld on
request, a change has been developed for OpenAFS that avoids the worst
of the Windows 7 "AFS" Netbios name lookup failures that have been
experienced by this community:

 1. Connecting or disconnecting to a VPN

 2. Switching to or from wifi and wired networks

 3. Booting without network and connecting to a network after logon

This fix will be available in the 1.6 pre2 release.

There may still be a longer than desired delay after resuming a
suspended Windows 7 system.
