[OpenAFS] loccalauth required for 2 of 3 servers

Best guess is the firewall is slow

the R/W server geronimo is outside and the sync server ookpik and 3rd
server redcloud are inside.

So vos release on redcloud works and vos release on geronimo & ookpik fail
without -localauth

Everything else works fine

I suppose I'll try using geronimo as a default route for but i'll have to
add a firewall to it (fwbuilder0.
