[OpenAFS] Linked cells CellServDB syntax ?

the unix client will not allow bidirectional linkage, and you must name the
cell being linked to before the cell linking to it, in order, in the CSDB.

e.g.

oldcell #whatever
newcell oldcell #whatever.
