[OpenAFS] Naming of "backup" and "up" commands

up is unrelated to upserver.  It's basically an AFS-aware cp -p.

upserver/upclient are currently packaged in openafs-fileserver, as are
buserver.  While they probably don't really need to be there, I'll
probably leave them there as they're not really hurting anything.
