[OpenAFS] freezes acessing /afs/.git

131895 is currently low-priority (for me, anyway) because it can be worked
around by simply omitting cells without a server list from CellServDB.
Your proposal changes this by giving a new meaning to such an omission
and breaking the workaround for those who would want to use the new
feature in combination with -dynroot-sparse. Call them unrelated if
you wish; all I'm saying is that I'd care more about seeing 131895 fixed
if the new feature you've described were implemented.
