[OpenAFS] Accessing data without network

The easiest way is probably to use the voldump utility to pull the data
directly out of the AFS volumes as stored on the local disk into an AFS
dump file, and then turn that into regular files in the file system using
restorevol.  That doesn't even require starting the server.
