You act on velma.psc.edu, VLDB believes the volume is on 
velma.pvt.psc.edu - is that machine running a volserver, and is that 
volserver reachable from wherever you are running your commands from? If 
not, you might need "vos delentry" to clean out the unwanted VLDB entry.
