The issue with that is now the keys must be backed up if one wants to 
"save" the configuration information if the service is removed.  The 
SOFTWARE key is non-volatile and configuration information can be stored 
separately from whether the service is installed or not.

Do you think that installation of the service and the configuration 
information should be connected?
