The readme for 1.3.80 release of OpenAFS for Windows states:

4.  Upgrades

    The MSI package is designed to uninstall previous versions of
    OpenAFS for Windows during installation.  Note that it doesn't
    directly upgrade an existing installation.  This is intentional
    and ensures that development releases which do not have strictly
    increasing version numbers are properly upgraded.

This doesn't appear to be the case, as when the new MSI is run it says
that "Another version of this product is already installed.
Installation of this version cannot continue.  To configure or remove
the existing version of this product, use Add / Remove in Control
Panel".  Could there be something within the package that I need to
tweak in order to get this to work?

I have not tried to publish the package as an upgrade yet, but suspect
that I would receive a similar result.  What version will it upgrade?  I
was trying to go from 1.3.7700 to 1.3.8001.  I have noticed that older
clients that we have been attempting to get upgraded (via MSI published
through GPO) suffer from the same issue.
