[OpenAFS-port-darwin] OpenAFS Startup Script patch

Hi.

I've made a patch to the OpenAFS startup script.

It is for use with the -nomount option.

The problem:
when using -nomount and then mounting/registering /Network/afs, 
/Network/afs seems to be deleted upon shutting down the computer. Whups.

Script now checks for this directory to exist and creates if necessary.

Also, OpenAFS starts up regardless of whether or not network is 
present, since finder does not hang until OpenAFS is mounted.
