I don't know. The symbol ka_LocalCell appears in these three libs:

afs/libkauth.a
afs/libkauth.krb.a
libafsauthent.a

But it seems to be external:

% nm libafsauthent.a | grep ka_LocalCell
         U _ka_LocalCell
000000ec T _ka_LocalCell

So, I don't know.
