I hit the wrong button and send this to email to Brandon instead of the 
list. I now have solved the problem.

We had a problem with the set up of the our multi-homed servers where AFS 
was getting the unrouted server room network back first from DNS as the 
server address via bos addhost for the server CellServDB. This caused 
numerous problems so we used the hosts file to control the interface 
ordering. and did a bos removehosts and then bos addhosts again to get the 
correct IP address in the CellServDB. However this did not change the vos 
interface order and windows was trying to get to the server on the unrouted 
network and could find the server. I did a vos changeaddr and windows is 
now happy.
