[OpenAFS] PTS Quorum

Hi !!!

I've setup a cell for the students of the university of florence.
I'm using the debian package for this (openafs-1.2.3).

I've one dbserevr and two fileserver.

For a month it works well, but now, when I'm creating new users, 
pts says:

pts: no quorum elected ; unable to create user <username>

I've fsck'ed the vicepa partition. But the error remains. 

In the Logs nothing appears.

Anyone can help us?
