[OpenAFS] Force not to be the sync site problem

Hello,

I am running openafs-1.2.9 with the latest patch. I have two db servers.
I would like to force the one with the lowest IP address not to be the sync
site.
I did udebug to check the status. The port 7002 and 7003 are fine, but
have problems with the port 7021.

My /usr/afs/etc/CellServDB on all the servers looks like this:

Can some one take a look at this problem?
