Ok googled and found the issue:

32-bit NetIdMgr requires kerberos v4 support. Heimdal 1.5.1 contains no
Kerberos v4. You can copy the krbv4w32.dll and krb524.dll from MIT KFW
I put these 2 dll's in:
C:\Program Files\Heimdal\bin
and it works.
We do not use krb4 or 524 would be nice to have a relase that does not
rely on this.
