[OpenAFS] 1.8.11 Ubuntu packages?

The current tip of openafs-stable-1_8_x branch of the openafs git repo
should have the necessary commits to support Linux 6.9.

The last couple of pending 1.8.x commits are still being reviewed
and finalized for the 1.8.12 release, but they are not necessary to
support the Linux 6.8 (and 6.9) kernel.
