Rather than bickering about what is or isn't in scope, why not have whoever=
 is going to coordinate this mess develop a template for submissions and le=
t's try it for a bit and see how it works.=20

The RFC template serves many other organizations well and I think we all un=
derstand it and understand the level of detail required. Perhaps that might=
 be a good starting place.
