[AFS3-std] byte-range locking draft updated

Hi,

The byte-range locking draft has been updated.

Differences from previous drafts include:

* minor updates to rx grammar, esp. AssertExtendLock
* discussion of callback channel security considerations, and
* specification of supported polling mechanism and expiration hints
* cleanups
