According to section 2.2.2, the list of eligible voters consists of
anyone who has posted or was subscribed during the period from June 1 to
July 1.  It's fairly easy to construct a list of who has posted by
consulting the list archives, which are publicly available at
https://lists.openafs.org/pipermail/afs3-standardization/

The subscriber list is not public; however, any subscriber can obtain a
copy by filling in his username and password near the bottom of the page
at https://lists.openafs.org/mailman/listinfo/afs3-standardization and
selecting "Visit Subscriber List".  Of course, that's as of today.  To
build a voter list, you also need to know that there have been no new
subscribers and no one has unsubscribed since April 25, before the start
of the eligibility period.
