[AFS3-std] Status of AFS3 documents and reviews for the RFC Editor

Hi all,
The TLV draft has been updated over the past month; a -04 revision iis now
in the proofreading stage. The main updates are that it now references
draft-deason-afs3-type-time and draft-keiser-afs3-xdr-union. Steven, I
apologize for going forward with the edits solo; I'd incorrectly assumed you
were busy with the new job. I'll get you a working copy ASAP.
