Hi Andrew,

Thanks for incorporating my suggestions, and for moving this draft
forward.  Upon re-reading, I actually have two more nits (indexed by
idnits line numbers), and one, imho, substantive issue:

1) line 213: Although I guess it's clear from the section title,
starting the section with the pronoun "this" threw me off a smidgen
(probably just me unconsciously skipping section titles)

2) line 276: I think it might be better to call it the "OpenAFS Basic
OverSeer UserList", since UserList isn't a standardized interface

3) Section 8: AIUI, when we allocate a new namespace, it is customary
to prescribe an allocation policy for the namespace (e.g., AFS3-STDS
