[OpenAFS-announce] Additional openafs.org web features

As of a few days ago, when using CVSweb to browse OpenAFS sources from
http://www.openafs.org, you'll note DELTA names in log messages are now
links. For any change on the CVS mainline, you can now use these links to
view all of the changes that comprise a delta. Thanks to Jeff Hutzelman
for the work to make this happen. Some bugs in this are still being worked
out, notably with multiphase deltas (more than one change to the same file
as part of a single fix).

Additionally, it's not well-known, but the openafs-bugs database is as
always viewable from http://www.central.org/rt; Login as guest with
password guest.
