[OpenAFS-announce] OpenAFS 1.3.51 release available

OpenAFS 1.3.51 is now available for download from the openafs.org web
site, but not yet from the openafs.org AFS cell due to hardware problems.

This release includes several enhancements which have not yet appeared in
previous OpenAFS releases, however, some of these have not yet been
heavily tested. Accordingly, this release should be treated as an unstable
development release and not run in an environment where you'd be unwilling
to potentially discover and help us track bugs.

Binary distributions of the Windows NT/2000/XP client only are provided,
due to the relative difficulty of building it. Thanks to Jeff Altman for
providing these.
