    doc: Update requirements instructions in howto-build-openafs
    
    Instead of listing the packages, provide the commands needed
    to install the required packages for the various platforms.
    
    Add the kernel headers package for Debian, which was missing.
    
    Change the RHEL package list to suggest the more modern
    kernel-devel-matched package name.
    
    Update the instructory text and clean up some wording in
    the requirements section.
