    cf: Suppress summary when --quiet is given
    
    Use the standard AC_MSG_NOTICE macro to print the configure summary
    instead of catting a heredoc.  This macro honors the configure
    quiet mode and also prints the summary to the config.log file.
    
    While here, update the macro comment headers and remove some noise
    comments in the configure.ac file.
