    make-release: Use built-in pod to text formatter for -man
    
    Add the -noperldoc option to pod2usage() when printing the full help
    with -man so pod2usage() uses the internal built-in Pod::Text text
    formatter to render and display the POD documentation, instead of
    running the external perldoc program.
    
    This fixes the -man output when perldoc is missing.
