    make-release: Run git archive in the top-level directory
    
    The source archive created by `git archive` in make-release will be
    incomplete when `make-release` is run in a project sub-directory,
    causing make-release to fail when it tries to run `regen.sh` to create
    the source tree. This is because `git archive` limits the archive to
    the current directory and below by default.
    
    Run `git rev-parse --show-toplevel` to get the top-level directory and
    pass it to git archive with the `-C` option.
    
    This allows us to run make-release run from any directory inside the
    repository, which can be helpful when creating packages.
