    make-release: Use GetOptions() flag negation for --doc-tarball
    
    The --no-doc-tarball option was added as part of commit fdd0a4fb3356
    (doc: Generate man pages with the build system).
    
    Use the conventional flag negation feature of GetOptions() to accept the
    --doc-tarball and --no-doc-tarball (and --nodoc-tarball) flags.
    
    --doc-tarball (create the doc tarball) is the default for compatibility
    with older make-release versions.
